It's time to change things up in this mock draft, No. 4 if you are counting.

I have the St. Louis Rams making the move up to the No. 3 spot in a trade with Jacksonville to land Oregon quarterback Marcus Mariota.

The Rams traded to get Nick Foles from the Eagles earlier this month, but Mariota might be too enticing. So up they go with Jacksonville going back to the 10th spot.

At the top, Jameis Winston stays No. 1 -- even if he's not going to the draft in the most overhyped, non-story this month.

1. Tampa Bay Buccaneers -- Florida State QB Jameis Winston: The Bucs had Marcus Mariota in last week, but Winston is their guy.

2. Tennessee Titans -- USC DE Leonard Williams: I will keep him here, even though they will strongly consider a quarterback.

3. St. Louis Rams (From Jacksonville) -- Oregon QB Marcus Mariota: They move up to get a quarterback.

4. Oakland Raiders -- West Virginia WR Kevin White: Satisfies a need for a big-play receiver to help Derek Carr.

5. Washington Redskins -- Nebraska OLB Randy Gregory: They need a speed edge rusher in the worst way.

6. New York Jets -- Florida OLB Dante Fowler: They lack a great edge player. This kid could be that.

7. Chicago Bears -- Alabama WR Amari Cooper: Even with the addition of Eddie Royal, they need help at receiver. Cooper is a potential star.

8. Atlanta Falcons -- Clemson OLB Vic Beasley: The pass rush is horrible, and Beasley could help them improve it.

9. New York Giants -- Iowa OL Brandon Scherff: The line needs bodies, whether tackle or guard. And he can do both.

10. Jacksonville Jaguars (From St. Louis) -- Kentucky DE/OLB Alvin "Bud" Dupree: Could come in and play the Leo spot in their defense.

11. Minnesota Vikings -- Alabama S Landon Collins: This just makes too much sense to pair him with Harrison Smith.

12. Cleveland Browns -- Washington DT Danny Shelton: This kid would really improve them inside.

13. New Orleans Saints -- Missouri OLB/DE Shane Ray: New Orleans needs a young edge rusher who can create problems for quarterbacks.

14. Miami Dolphins -- Washington CB Marcus Peters: Adding a young corner is a must. Brent Grimes isn't a kid anymore.

15. San Francisco 49ers -- Michigan State CB Trae Waynes: They lost Chris Culliver, so adding another corner makes sense.

16. Houston Texans -- Louisville WR DeVante Parker: They still need more playmakers outside.

17. San Diego Chargers -- Oklahoma WR Dorial Green-Beckham: Time they get Philip Rivers a real No. 1 receiver.

18. Kansas City Chiefs -- Pittsburgh T T.J. Clemmings: Could use help on the right side of their line.

19. Cleveland Browns -- Arizona State WR Jaelen Strong: Even with Dwayne Bowe on board, they still need a young outside receiver.

20. Philadelphia Eagles -- Virginia OLB Eli Harold: They drafted Marcus Smith last year, but you can never have too many young pass rushers.

21. Cincinnati Bengals -- Florida State DT Eddie Goldman: A power player inside who fills a need for this defense.

22. Pittsburgh Steelers -- LSU CB Jalen Collins: They must get a corner. Have you looked at what they have?

23. Detroit Lions -- Oklahoma DT Jordan Phillips: They have suffered some hits inside, making this a need pick.

24. Arizona Cardinals -- Wisconsin RB Melvin Gordon: I think they're looking for an inside-the-tackle runner and Gordon could be that guy.

25. Carolina Panthers -- Florida T D.J. Humphries: If they think Michael Oher is their left tackle, they're nuts.

26. Baltimore Ravens -- Florida State CB Ronald Darby: They have to get help at a bad position.

27. Dallas Cowboys -- Texas DT Malcom Brown: They added Greg Hardy, so why not add a power player inside?

28. Denver Broncos -- Miami (Fla.) OL Ereck Flowers: Their line is in flux and Flowers could play right tackle for them.

29. Indianapolis Colts -- Florida State OL Cameron Erving: An upgrade at center, but also could play guard or tackle in a pinch.

30. Green Bay Packers -- Wake Forest CB Kevin Johnson: After losing two corners in free agency, Johnson would be a nice addition.

31. New Orleans Saints (From Seattle) -- Minnesota TE Maxx Williams: They need to replace Jimmy Graham, and this is a bad TE class. So why not?

32. New England Patriots -- Iowa DT Carl Davis: They lack a power player inside and Davis could be that guy.
