Anybody can put together a ranking of the 25 best teams in the country, but it takes a true college football fan to compile a list of the 25 worst. Every Tuesday during the regular season, CBS Sports' Tom Fornelli does just that.

It's a new week and we have a new team at No.1 in The Bottom 25. Which is to be expected. As I explained to you last week, early in the season, when there's a limited sample size, these rankings are going to be incredibly volatile.

And this week is a perfect example of what I was talking about.

We have 14 new teams entering the Bottom 25 this week. It just proves to me that this is the place to be, and everybody wants to be here. It's all about that Bottom 25. 

If you need a refresher course in how this all works, here's an explanation.

My opinion has absolutely nothing to do with the rankings. They are based on a mathematical formula of my creation. Every week I enter a bunch of different numbers into a spreadsheet, and that spreadsheet then spits out the rankings based on the data I entered. So keep this in mind before you call me an idiot, which I know you will.

There is true equality to start. That means exactly what it says. The math doesn't play favorites. Before the season begins, Ohio State is just as good as our defending Bottom 25 champion SMU Mustangs. It doesn't matter where you're ranked in the AP Top 25, or what you did last season, or any season before it. The only factor that matters in the rankings is how you've performed in 2015.

Wins and losses mean more than anything. I have a lot of different statistics involved, and I factor in strength of schedule (though, remember, everybody begins the season with the same SOS), but at the end of the day whether you won or lost is going to mean more than anything else. Also, just because it's too difficult for me to rank FCS teams as well, my formula doesn't have much respect for FCS teams. If you beat one it won't mean much, and if you lose to one, well, you might show up in The Bottom 25.

Because it's a mathematical formula, and we're only two weeks into the season, there are going to be a lot of surprises early on. Remember, we're working with a limited sample size right now. The more games that are played, the more sense it'll all start to make, and I believe you'll find that the rankings are very accurate at the end of the season.

I won't tell you what my formula is. I just don't want to. I'm not a mathematician. I know my formula isn't perfect. I don't think a perfect formula can exist. So, I don't share it because I don't care what anybody thinks is wrong with it, or what else it should include. So don't ask.

Let's get to it.

25. Louisville: 0-2 (Last Week: Unranked)

Best Win: None  | Worst Loss: 34-31 vs. Houston

Average Score: 27.5-32.5  | This Week: vs. Clemson 

I'm sure Louisville fans aren't thrilled to see the Cardinals here, but think about how I feel for a moment, would you? Sure, you're a fan, and you actually care about this team, but my confidence is on the line, and that's far more important. I picked this team to win the ACC!

24. San Diego State: 1-1 (UR)

Best Win: 37-3 vs. San Diego | Worst Loss: 35-7 at Cal

Average Score: 22.0-19.0 | This Week: vs. South Alabama

Remember that part you read up top about wins over FCS teams not meaning a whole lot? Well, here's your first bit of proof. Yeah, the Aztecs kicked San Diego's butt last week, but it isn't doing much for them after a 28-point loss to Cal, is it?

23. Nevada: 1-1 (UR)

Best Win: 31-17 vs. Cal-Davis | Worst Loss: 44-20 vs. Arizona

Average Score: 25.5-30.5 | This Week: at Texas A&M

Pretty much everything I said about San Diego State applies here. Yes, wins are the most important thing in my formula, but they won't do much for you if they only come against FCS teams. Now, if Nevada can somehow beat Texas A&M this week, they'll no longer be here next week. I bet they will be, though.

22. Army: 0-2 (2)

Best Win: None | Worst Loss: 37-35 vs. Fordham

Average Score: 26.0-29.5 | This Week: vs. Wake Forest

So Army loses, and drops 20 spots in the rankings? Yeah, apparently. The truth is they the Knights were ranked so high last week because of who they lost to, but after playing pretty well in defeat against UConn (who is now 2-0), they actually gained credibility. Weird, I know, but again, small sample sizes do funny things.

21. Fresno State: 1-1 (UR)

Best Win: 34-13 vs. Abilene Christian | Worst Loss: 73-21 at Ole Miss

Average Score: 27.5-43.0 | This Week: vs. Utah

Yeah, if your only win is against Abilene Christian, and you gave up 73 points to Ole Miss, you're going to be here.

20. Virginia: 0-2 (UR)

Best Win: None | Worst Loss: 34-16 at UCLA

Average Score: 21.5-34.0 | This Week: vs. William & Mary

What can I say that this doesn't?

19. Vanderbilt: 0-2 (UR)

Best Win: None | Worst Loss: 14-12 vs. Western Kentucky

Average Score: 13.0-22.5 | This Week: vs. Austin Peay

The SEC has its first Bottom 25 entrant of the season, and it's exactly who you thought it'd be. It'll be a weird season for Vandy in the Bottom 25, because I don't expect it to win a lot, but I feel like it has a defense that will keep it from being blown out.

18. Oregon State: 1-1 (UR)

Best Win: 26-7 vs. Weber State | Worst Loss: 35-7 at Michigan

Average Score: 16.5-21.0 | This Week: vs. San Jose State

17. FAU: 0-2 (UR)

Best Win: None | Worst Loss: 44-20 vs. Miami

Average Score: 32.0-45.5 | This Week: vs. Buffalo

The Owls haven't really had a terrible loss just yet, but they're giving up 45.5 points per game. That's their biggest crime so far. Well, that and not winning yet.

16. Miami (Ohio): 1-1 (UR)

Best Win: 26-7 vs. Presbyterian | Worst Loss: 58-0 at Wisconsin

Average Score: 13.0-32.5 | This Week: vs. Cincinnati

Miami (Ohio) will always have a spot in my heart. The Bottom 25 began last year, but two seasons ago I did "The Best Worst 10," which then grew to include 25 teams. Well, the Redhawks were our No. 1 team in 2013, so I'm happy to see they've come back home.

15. UTSA: 0-2 (UR)

Best Win: None | Worst Loss: 30-3 vs. Kansas State

Average Score: 17.5-36.0 | This Week: at Oklahoma State

The Roadrunners have played two respectable opponents, which is helping their strength of schedule, but that'll only get you so far. And with Oklahoma State looming this weekend...

14. South Alabama: 1-1 (UR)

Best Win: 33-23 vs. Gardner-Webb | Worst Loss: 48-9 at Nebraska

Average Score: 21.0-35.5 | This Week: at San Diego State

Very big game coming up this week for South Alabama against San Diego State. One of them is dropping out of these rankings, but who will it be?

13. New Mexico State: 0-2 (6)

Best Win: None | Worst Loss: 34-32 vs. Georgia State

Average Score: 22.5-47.5 | This Week: vs. UTEP

Losing to Georgia State will help make sure you stay ranked here, but the Aggies played a little too well while doing so.

12. UNLV: 0-2 (25)

Best Win: None | Worst Loss: 37-3 vs. UCLA

Average Score: 16.5-37.5 | This Week: at Michigan

UNLV climbs 13 spots in the rankings thanks to its blowout loss to UCLA last week, and with Michigan coming up this Saturday, the Rebels are poised to run further up the rankings.

11. Arkansas State: 0-2 (15)

Best Win: None | Worst Loss: 55-6 at USC

Average Score: 13.0-41.0 | This Week: vs. Missouri State

Arkansas State isn't going to be ranked here very long. Yes, it got destroyed by USC, but it actually played Mizzou pretty tough on Saturday. Plus it gets to play the Sun Belt, which is the Official Conference of The Bottom 25, so it's going to find some wins.

10. Akron: 0-2 (12)

Best Win: None | Worst Loss: 41-3 at Oklahoma

Average Score: 5.0-32.5 | This Week: vs. Savannah State

Will this upcoming win against Savannah State be enough to get Akron out of The Bottom 10? Maybe. Let's see if the Zips can crack double-digits in points first, though.

9. UCF: 0-2 (22)

Best Win: None | Worst Loss: 15-14 vs. FIU

Average Score: 10.5-23.0 | This Week: vs. Furman

Odds are the Stanford loss will hurt UCF's standing less and less as the season goes on, but for right now, Stanford is a 1-1 team whose best win is against the No. 9 team in The Bottom 25.

8. Wyoming: 0-2 (1)

Best Win: None | Worst Loss: 24-13 vs. North Dakota

Average Score: 21.0-36.0 | This Week: at Washington State

Wyoming loses by 19 to Eastern Michigan and actually drops in the rankings. Early season sample sizes! The biggest factor here is that, while the score wasn't good, statistically, Wyoming actually played pretty well, as it rushed for 430 yards in the loss.

7. UMass: 0-1 (UR)

Best Win: None | Worst Loss: 48-14 at Colorado

Average Score: 14.0-48.0 | This Week: vs. Temple

UMass wasn't here last week, but I feel confident saying that the only reason for that was because it hadn't played. We'll be getting familiar with the Minutemen once again this season.

6. North Texas: 0-1 (UR)

Best Win: None | Worst Loss: 31-13 at SMU

Average Score: 13.0-31.0 | This Week: vs. Rice

North Texas has only played one game, so it's sample size plays a role in it being ranked here. That being said, the fact its sole loss was by 18 points to our defending champion had quite a bit to do with it to.

5. Western Michigan: 0-2 (UR)

Best Win: None | Worst Loss: 43-17 at Georgia Southern

Average Score: 20.5-40.0 | This Week: vs. Murray State

Western Michigan will likely drop out of the Bottom Five with a win over Murray State this week but with Ohio State looming in two weeks, they might be back quickly!

4. Idaho: 0-2 (17)

Best Win: None | Worst Loss: 45-28 vs. Ohio

Average Score: 18.5-52.0 | This Week: vs. Wofford

This week's game against Wofford is probably Idaho's best shot at a win this season. If the Vandals lose? Well, we could have a Bottom 25 juggernaut on our hands.

3. UTEP: 0-2 (9)

Best Win: None | Worst Loss: 48-13 at Arkansas

Average Score: 16.5-58.5 | This Week: at New Mexico State

UTEP has been kicked around the first two weeks, but this week it's playing New Mexico State in our Bottom 25 Game of the Week.

2. Tulane: 0-2 (7)

Best Win: None | Worst Loss: 37-7 vs. Duke

Average Score: 8.5-51.0 | This Week: vs. Maine

After being pasted by both Duke and Georgia Tech to open the season, Tulane really needs this week's game against Maine. 

1. Kansas: 0-2 (3)

Best Win: None | Worst Loss: 41-38 vs. South Dakota State

Average Score: 30.5-48.0 | This Week: Bye
